In order to continue our expansion
into U.S. markets, Balfour Beatty
Infrastructure, Inc. has assembled a unique management team. Our team
blends overall business experience in a variety of highly competitive
industries with hands-on divisional management. Corporate staff members
average more than 30 years of experience in the heavy civil
construction business, including:
- Construction of major, complex projects
- Sophisticated management systems
- Project development and private financing programs
- Construction law and alternative dispute resolution practices
- Environmental, health and safety
- Personnel development
Operationally, Balfour Beatty Infrastructure is organized regionally to
ensure that project resources and support staff are close to our
clients and our construction sites. Each of Balfour Beatty
Infrastructure's divisions, which have several regions reporting to it,
is headed by an experienced industry leader with a strong background in
heavy civil construction.

Ray
Bond
President
and Chief Executive Officer Ray
Bond is president and CEO of Balfour Beatty Infrastructure, Inc.,
Balfour Beatty Rail, Inc., and Fru-Con Construction, LLC,
industry-leading heavy civil and rail infrastructure contractors. Prior
to being named president and CEO in September 2010, Bond worked seven
years as chief financial officer for Balfour Beatty, LLC., the holding
company for the U.S. interests of Balfour Beatty. As CFO, Bond was
responsible for managing the financial and tax reporting for the
group’s six U.S. operating companies. He was also involved in
operational issues for Balfour Beatty Infrastructure and Balfour Beatty
Rail, and played a key role in numerous U.S. acquisitions for the
group. Bond joined Balfour Beatty in 1996 in the U.K. as finance
director for the group’s new rail division in London. Two years later
he was promoted to operations director of the division’s largest
subsidiary, the £220 million Balfour Beatty Rail Maintenance Ltd. In
2000 Bond was asked to take on a general manager role and assist with
the turnaround of Balfour Beatty Rail Maintenance’s Wessex Region,
responsible for 1300 track miles in southwest England. Originally from
Clapham, London, he received a Bachelor’s in Accountancy and Finance
from Heriot-Watt University in 1983 and became a member of the
Chartered Institute of Management Accountants in 1987. |

Mark
Birch
Chief
Financial Officer Mark
Birch began his career in the U.K. with Ford Motor Co. and moved to
other manufacturing organizations before joining Balfour Beatty Rail,
Ltd in 1997. After assuming positions of increasing responsibility,
Birch transferred to Balfour Beatty's U.S. operations in 2004. He was
appointed chief financial officer of Balfour Beatty Infrastructure,
Inc. in April 2006 and Balfour Beatty Rail, Inc. in January 2008. Birch
earned an honors degree (BA) from the University of Birmingham, UK.;
and an MBA from Henley Management College, U.K.; He is a member
of the Chartered Institute of Management Accountants. |

Confer
Vice
President of Human Resources
David Confer joined Balfour Beatty in early 2005 as vice president of
human resources. His many years of diverse HR experience give him a
broad background in the international, manufacturing and service
industries. Before joining Balfour Beatty, he served as the global HR
executive for the production optimization of energy services at
Halliburton. With more than 20 years at Halliburton, Confer developed
an expertise that will assist Balfour Beatty in its strategic growth
plans. He holds a degree from the University of Pittsburgh in human
relations. |

Christine
McAnney
Vice
President and General Counsel
Christine McAnney brings extensive experience in construction law,
including the negotiation, mediation and arbitration of large and
complex construction-related legal matters. Before joining Balfour
Beatty, she was the head of Venable's Construction Law Group, based out
of Venable's Northern Virginia office. McAnney obtained her bachelor of
science degree from the University of Central Florida, and is a
graduate of the George Mason University School of Law. She holds
multiple bar admissions and is a panel member of the American
Arbitration Association. |

Todd
Folk
Vice
President of Risk Management Todd
Folk brings more than 30 years of risk management experience working
for insurance and construction companies. With 15 years at Balfour
Beatty, he has a proven track record of success in managing the risk
management function. Before joining Balfour Beatty, Folk was employed
at Sequoia Insurance Co. in Pleasanton, Calif., where he was Vice
President and senior claim officer. He received his bachelor of science
degree in business administration from the Babson College in Wellesley,
Mass., and has earned his Charter Property and Casualty Underwriter and
Casualty Claim Law Associate designations. Folk is a member of the
Associated General Contractors where he is involved on committees for
risk management and surety. |
 | Darren Utecht
Senior Director – Environmental, Health and Safety Darren
Utecht joined Balfour Beatty Rail and Balfour Beatty Infrastructure
from sister company Heery International, where he held a similar role
as vice president of EH&S. Before his 10 years at Heery, Utecht
served 20 years with the U.S. Air Force, where he worked in special
operations and later held a safety and health manager role. He has a
bachelor of science degree in workforce education and development from
Southern Illinois University as well as an associate of applied science
in Safety and Aircraft System Maintenance Technology from Community
College of the Air Force. Utecht is a member of the National
Safety Council and the American Society of Safety Engineers. |

Mark
Johnnie
Vice
President and General Manager of the Southeast Region
After an extensive career with some of the heavy civil construction
industry's most successful companies, Mark Johnnie joined Balfour
Beatty in 1998. While at Balfour Beatty Infrastructure, Johnnie has
managed some of our highly visible and important projects, including
the San Mateo Bridge and Smith Creek Parkway. As vice president,
Johnnie brings a strong local reputation and capability to the
Southeast operations. He graduated from Oregon State University and
holds two bachelor of science degrees, one in construction engineering
management, the other in business administration. |

Crandall Bates
Vice President and General Manager of the Western Region Crandall
Bates joined Balfour Beatty Infrastructure in 1993 as an estimator, his
first assignment being marine engineer on the Olmsted Lock and Dam
project on the Ohio River. He later served as project engineer and
project manager for the seismic retrofit of the Golden Gate Bridge. Bates has held engineering, estimating and manager roles of
increasing responsibility for several companies. He has a
bachelor of science degree in construction management from Colorado
State University. His professional affiliations include the
Pacific Coast and National Pile Driving Contractors Association, the
Dispute Review Board Foundation, the Beavers, American Water Works
Association, Design Build Institute of America, and the Associated
General Contractors. |

Rempe
Vice
President and General Manager of the Southwest Region John
Rempe joined Balfour Beatty Infrastructure in 1994. His work in
transportation and major heavy civil infrastructure spans more than 30
years. From 2002 to 2009, Rempe was director of construction and vice
president of Lone Star Infrastructure (LSI), the consortium (of which
Balfour Beatty Infrastructure is a member) that undertook the now
completed $1.1 billion Texas State Highway 130 project. He has been
vice president and Southwest Region manager since 2009. Professional
Engineer in the State of Texas; Bachelor of Science in Civil
Engineering.

 | Michael R. Fischer
Vice President of Fru-Con Michael R. Fischer has led the implementation of multiple contracts for Fru-Con, including the
upgrade and doubling of capacity of the Arlington County Water
Pollution Control Plant for the County of Arlington, VA. During his career,
Fischer was an officer of several construction and engineering firms,
most recently serving as executive vice president and chief operating
officer of Wisconsin based Edward Kraemer and Sons. There he led the
joint venture executive committee on the combined $400 million contract
for the Woodrow Wilson Bridge's Bascule (drawbridge) section across the
Potomac River, and the related Maryland Approach. Fischer obtained his
education in civil engineering at Polytechnic Institute of
New York and Nassau College, Garden City, NY. |
